Earlier posts describe what the City of Fresno / Alan Autry, Wilbert Swieso conspired in doing in order to seize control of my family’s properties to have them rebuilt on top of the City’s secretly-replaced water system. Deaths (alleged murders), burglary, fraudulent papers, illegal takeover. Continuing to be lied to by the City risk analyst resulted in being bled of ten$ of thousand$ to unknowingly fund their scam. Altered records even included evidence of streets widened, utility poles relocated/reconnected, storm drains replaced / relocated, etc. Rather than handle this discreetly, they used their altered records to deny this took place - claiming no responsibility.

I lost my family, income properties, home burglarized and left a shambles after rebuilt with trash on top of more trash. Poisoned, robbed, raped as this went on. It was not intended I would still be alive so be sure that my reports were not wanted, expected or even allowed.

The Mayor had the lying risk analyst commit perjury to deny what took place while turning the tables and making ME appear the criminal. A Restraining Order was issued against me – found guilty of “harassment” and being a “danger to THEM!!!” All help severed;restitution prohibited.

Here, in this area alone, is a trail lined with with deaths, murders, fraudulent legal documents, illegal distribution of assets – all linked – all behind the 50+ yr secret water diversion operation which former Mayor Alan Autry refers to as his “water infrastructure upgrade.” That is no upgrade – it is the final phase of a 50+ yr cover up.

Despite countless witnesses that Olive Ave. was widened (pic – in front of Rolf’s properties) - the City of Fresno denies it. Because it proves everything I have stated. Not only were parcel maps altered to match the new layout – historic aerial views altered as done throughout the city as this is carried out. Old books reprinted with altered photos. Old (newly printed) maps have been altered and being sold on E-Bay. As the old-timers die and newcomers step in – no one questions anything. Olive Ave. was a tight, 2-lane street – impossible to widen without destruction of street-lined properties. A closer look shows how the alterations (“renovations”) had already been made to all the previous structures on the block in preparation for takeover / reconstruction of our properties. One house removed on each side as others slowly shifted down in a “ripple effect.” “Planted” occupants to participate and deny all.

As you can see by the above photo, widening Olive Ave. entailed relocation of storm drains, street lights, water meters, etc. yet there is no record of it taking place. One minute the City denies this taking place – next they admit it due to the indisputable evidence, which is when they claim it was “contracted out” but they don’t know to who.

Not only were the structures on Olive Ave. rebuilt on top of haphazardly-clamped together sewer and water lines – the front portions had to be cut back in order to widen the street. To compensate for what was cut from the fronts – property lines were extended in the back. (This is why all the other structures on the block were done first, including removal of 1 home as the others were shifted down, making room for the final properties on Olive Ave. to be set back 8 feet. One by one, plat maps / aerial views altered upon completion of each parcel.)

This did not just begin recently. It began over 50 yrs ago – clearing the path down Olive Ave. entailed fires, removal of buildings, reconstruction as the street was being widened block by block. Done so slowly, no one realized what was taking place.

This likely explains my father being hospitalized in the 60s after alleged poisoning by City of Fresno official (linked to Swieso etal) – same time my mother was being victimized by this man. Each of my employers and/or employees linked (info upon request) as the torch was being passed for what was coming. So sure I would not be alive to expose any of this, I was informed by more than 1 person about my entire family being monitored all those years ago, including filming with hidden cameras. Not only filming my siblings and I growing up, our parents having sex, but their deaths on film as well. (More upon request.)

See how the water meter and pipe shown in the photo went from 2’ to 10’ from the fence. My entire home was rebuilt on top of this trash.

All of the above information has already been posted time and again. The point I am trying to emphasize in this posting is the altered property lines. Specifically, the fence between my next-door-neighbor and me. The owner of the house next door was “planted” in the 80s to conspire with Wilbert Swieso in the annihilation of my family and me, destruction and takeover of our properties to carry out the water scam. (Continuation of earlier tenants.) After serving their purposes, it was one year prior to the husband’s death when Mr. Swieso’s accomplice (Jeffry Winslow) told me exactly how he would die. “Rotation system.”

The widow was more concerned with covering up her participation in the water scam than the death of her husband. She actually had the audacity to continue telling me none of this took place.

At the time she said she had a “improvement loan” to carry this out – there is no record for what was done to her house. (Including the central heat/air unit installed – same time I was swindled out of paying for 2 new central heat/air units for Rolf’s properties that were switched behind my back as the City was lying and having me bled of ten$ of thousand$.) Those who conspire in the water scam are well-rewarded – some of whom later end up dead ("rotation system" as done here.)

This woman worked at night; home during the day. When I was in bed, I heard water running through MY water lines. In the condition I was being kept, I could not figure it out. Then it appeared my water had also been tied into the properties next door (Olive Ave.) Into the little garage apt. in the back – where Code Enforcement condemned it for anyone to live in, yet the new owner has had people renting / conspiring since the inception of his takeover by fraud. With my final departure underway and from what I understand were plans to have these structures burned down – my home had not only been robbed and rebuilt with trash, it was setting on top of cross-connected water lines!!! It appears my hot water tank was also tied into my next-door neighbor’s house! Knowing she had been caught, the widow and her new boyfriend relocated to another State – moving her nephew and his group into the house to carry out the next nightmare – Round 2 to rectify the cross-connected water lines. 10+/- people living in that house – conspiring with the new owner of Rolfs properties on the other side of me, as well as other surrounding neighbors. Another year of hell – sickness, incapacitated, alleged use of catheter on me during long durations as my home and these properties were torn up again. City of Fresno / Autry / Trost perjury to call me a “liar” about the above was an invitation for the hell to continue. My life and home were left a worse shambles than the first time. This time, the south side of my home was cut back so much, the crawl space in the basement is now a cinder-block wall. Again, all rooms left smaller – hence, more cutting back of my furniture as done the first time. The Queen-size bed in the garage / apt. is now a DOUBLE bed! Tables, dressers cut down. What about the items in storage – they would no longer fit in this layout.

The fence between my neighbor and me was torn apart and set back some more. 2 x 4s broken; planks replaced with rotten wood. In MUCH worse condition than this photo shows (taken earlier this year, after the completion of Round 2.)

My 2 large dogs began getting out – into my neighbor’s yard where they left their back gate open so my dogs could run loose. People were telephoning and/or showing up at my door in the middle of the night. What happened? Why was the fence suddenly falling apart – how did the wood become so rotten? My neighbors merely told me I was responsible to have it replaced.

Like a re-run. Round 1 of the altered property lines entailed the new owner of Rolf’s properties next door (Olive Ave.) showing me an altered parcel map as “proof” that my property was overlapping on his – threatening me with a lawsuit if I did not comply at MY expense. That way, there would be nothing on record linking to him. With the chemicals still in my system, I still did not yet realize all that had taken place. Only later did I see the aerial views which show my garage had already been rebuilt with several feet cut back; he needed my car port to line up.

This was also behind the initial destruction of the fence between my neighbor’s home and mine - so Wilbert Swieso could come to the rescue. He and his work crew built a beautiful redwood fence, completely lined – on the NEW PROPERTY LINE.

Done again – with these people now telling me I am liable. They destroy their victims’ property and alter property lines – then have their victims unknowingly pay for it. Once their victim is dead, with altered records matching the new layout, there is no evidence of wrongdoing.

Years of hell while being bled of my last dime to cover up what the City of Fresno is doing – while their participants are rewarded, which is why reporting them or documenting the evidence is not allowed.

Knowing I have been bled dry and left pinned into a corner, the neighbor 3 doors down offered to help. After first asking me how the fence was holding up, he explained WORMS did this. Grubs, the fat white worms in the dirt, destroyed this fence. (Really? Did they also relocate it?) He offered to replace the 2 x 4s before the fence falls over – all I have to do is pay for the posts and cement. Sounds like a great deal since this fence is now wavering in the wind and will soon fall over, eh? My good “friends” want to “help” me?

How about I do some helping? I’ve already lost my family, income, belongings, been poisoned and raped with ongoing death threats for trying to survive – now the lives / welfare of my current dogs are in jeopardy. Not only allowing them to get out – there are 2 pit bulls in that yard next door. Several months old, getting bigger by the day – being abused, living in horrific conditions. Left in an empty above-ground pool for days at a time, crying all day and night as they scratch and try to get out. Hot as hell in the summer, soaking wet in the winter – no companionship; no protection whatsoever. The neighbors claim this kind of abuse will make the dogs grow up to be mean and vicious. Really? Like the last little puppy they did this to? It got so cold they finally allowed that one to sleep on their back porch, where it froze to death.

Going to show me some insurance papers that allow pit bills on this property? I know about the scanned/ altered legal documents, insurance papers, autographs, photos, etc. I also know about fraudulent financing information where the owner makes payments to herself/himself. Not accusing the owner of this house because I have not looked into it – let’s just say that she is an employee of the IRS, involved in horrific crimes.

What about the 2 little girls (under age 3) who live with these 2 pit bulls that are being raised to become attack dogs. The parents have already been reported to Child Protective Service on 2 occasions for abusing 1 of the girls. I regret informing the investigators that all was fine over there – obviously the people who reported the abuse know more than I do/did (not mentioned here.)

Recap of the people living in the house next door – owner and occupants linked to 3 murders.

1. Owner’s son is in prison for murder.
2. Owner lying / covering up information behind the death of her husband. (Alleged murder.)
3. While in the midst of Round 2 to my home, one of the occupants was accused of murder; now in jail.

These are the people used as "credible witnesses" that nothing took place on any of these properties. Rewarded for their participation in the atrocities behind the water scam with Alan Autry linked to altered records, perjury and R.O. against ME to cover up the evidence – making sure I am left pinned into a corner with no way out. Information behind the deaths of my earlier family members also buried behind the cover-up. No help or justice for victims, dead or alive.

Central Valley Water Scam No. 2 (Re-directing MORE water)

After having property owners annihilated, Wilbert Swieso has title companies record the forged and fraudulent legal documents while altering parcel maps to cover up what he does to his victims' properties.

Recruiting various employees of the City of Fresno and PG&E allows use of heavy equipment for the water scam he has tied into Operation Rezone. Of course this also allows for more help in altering records, aerial views, directories, etc. After 50 yrs, he has created an empire.

With City of Fresno's office personnel and PG&E's office personnel looking at altered records, they deny any changes! Witnesses and photographs do not seem to matter ~ they are programmed to go by records shown on their computers. They do not seem capable of understanding that outsiders have taken over and altered their records to make it appear that things were always as they are now. Repeat: This is beyond the "Operation Rezone" cover-up - this is totally SEPARATE.

Any complaints or issues are referred to the risk analysts. Unfortunately, risk analysts are involved in Mr. Swieso's operation ~ one of them even assists in setting up victims for elimination. More suspected homicides, fraudulent documents and real estate fraud.

Mr. Swieso delights in talking of his German ancestry being superior to others, while comparing himself to "Hitler." He has taken full control ~ not only our City's overhead and underground utilities, but everything in-between, laughing that the City of Fresno is too "incompetent" to ever catch or stop him and the pubic is too "oblivious" to see what is going on right under their own noses.

Alleged baby-selling ring linked to "Operation Rezone"?!?

Jeffry C. Winslow is owner of local Mono Hot Springs Resort.

Behind closed doors, Mr. Winslow boasts of 40 yrs behind the water scam described HERE. Tied into the City of Fresno's "Operation Rezone" - development fraud/corruption. Mr. Winslow says this will result in water being re-directed beyond Millerton/Friant, raising the level of water at the dam, which will result in piped water throughout his campgrounds.

Mr. Winslow's associate is Wilbert G. Swieso, the self-proclaimed mastermind. According to Mr. Swieso, this is being SECRETLY tied into Operation Rezone, which will result in water reaching Sky Harbor, where Mr. Swieso owns vacant lots.

Mr. Swieso boasts of being braver than anyone else when it comes to breaking water laws and regulations ~ says the City of Fresno is too "incompetent" to ever see, catch or stop him. As long as they do not know what he is doing behind their backs, they protect and cover up for him! Stripping residents of human and civil rights ~ denying the right to be safe! ~ even covering up facts behind unsolved murders when linked to this nightmare.

In my earlier blogs I have provided evidence that Mr. Swieso and Mr. Winslow, along with the City of Fresno's risk analyst, are targeting property owners for annihilation as the "path is cleared" ~ allowing their operation to continue undetected. In fear of more attention being brought to "Operation Rezone" the City of Fresno prohibits reports pertaining to ANYTHING related to secret water diversion. Refusing reports, then they say this never happened because there is no record of reports. And the nightmare continues at the cost of human lives.

Mr. Winslow was one of the last people poisoning me. With plans for my final departure underway he told me things he would have never otherwise exposed.

1. Said he "got rid of his wife" and her family the same way he intended on doing to me. Evidence shows he was in the process of doing that. CLICK:

2. He talked of a baby selling ring, even said his own grandson was stolen at birth. (Different nationality.)

3. He accurately predicted my neighbor's foot amputation/death 1 yr in advance. Said it was "normal." Diabetic Foot Amputations

4. Said he intended on taking/owning the Perez Laundromat across the alley from me. After being set up by the City risk analyst, Mr. Perez was never seen again. New owner of Laundromat lives next door to Mr. Winslow, linked to verified forgeries on deeds to his home. Mr. Swieso was seen forging the wife's name on an insurance application while saying, "You can't live for the dead."

5. Referring to himself as a "predator", boasted of using hidden cameras on his guests at the resort. Each time I was there, guest's homes were being robbed; some homes caught fire. Mr. Winslow's employees later showed up with clothes, jewelry, etc. they said were "given" to them.

Why is this not being investigated? Isn't the public entitled to be safe? Why did reporting Mr. Winslow as a potential "Danger to the public" result in being told to leave him alone?

1. "He has an impeccable reputation, therefore, no investigation." Prior to being targeted by this mob, poisoned and fraudulent lawsuits against me, I had an impeccable reputation too.
2. "No one has ever reported this before, so it will not be looked into." Isn't that what Jeffry Dahmer's victim said before being called a "liar" and thrown back for execution?
3. What about evidence that shows what he is doing? Reports are not allowed; therefore, nothing is on record. And because nothing is on record, there is nothing to investigate.

Do you see how this works? Out of fear of calling attention on "Operation Rezone" ~ reports are prohibited, allowing the horrors to continue. What chance do innocent, helpless babies / children have?

Wilbert Swieso, a former employee of the City of Fresno, was one of Mr. Bonadelle's associates. Mr. Swieso laughed that Sacramento's FBI was too "stupid" to uncover the water scam behind the fraud. More interesting, however, was Mr. Swieso carrying on about his own secret water operation, which he claims to have single-handedly tied into the City / Bonadelle operation. He said the City of Fresno was too "incompetent" to ever discover or stop him from what he is doing ~ and the public was too "oblivious" to ever see or figure it out. On and on he went about altering the entire city's water system in order to have water diverted to the Sky Harbour, where he owned property. Boasting that no one is braver than he is when it comes to breaking laws ~ including water laws and regulations that prohibit development in that area. No one believed him because it sounded absurd.

It must first be understood that the City of Fresno does not want any more attention brought to Operation Rezone.

Therefore, any municipal fraud reported to them immediately results in panic. They have reacted with name-calling, perjury, sexual harassment ~ followed by death threats. At the cost of human lives, the City of Fresno steadfastly refuses to address or document any reports of municipal fraud / corruption pertaining to the city's water system. (Nothing less than an open invitation for exactly what is taking place.)

Due to the trail of illnesses, infections, deaths from raw sewage being discharged by Swieso's group ~ as well as reports of poisoning and more suspected homicides, unsolved murders, ID theft, real estate and insurance fraud ~ it is imperative that this situation be looked into.

The City of Fresno's risk analysts cannot be trusted as they are among the people recruited by Mr. Swieso. The water department admits they are not behind the alterations to the water system, nor do they have any record of contracting such work out, but it goes no further. Same with street widening, relocation of storm drains, fire hydrants, street lights ~ no record for it.

As unauthorized altering of city and private property continue, city records and PG&E records are altered to make it appear that things have always been as they are now. Regardless of the major building, health, environmental and safety code violations, no one questions anything.

So where is the line drawn between Operation Rezone and what Mr. Swieso is carrying out? How can we know when the City officials order perjury to deny what they do not even know is taking place?!? Example: CLICK: Swieso's Adopt-A-Highway (from hell)

Another example: The City of Fresno has no record of Olive Ave. (Tower Dist.) being widened. Once a tight, 2-narrow street, Olive Ave. now has a middle lane. This would not have been possible without destruction and/or major reconstruction of street-lined properties, yet no record for that either. A closer look shows this was done 1 block at a time. "Planting" of occupants; elimination of remaining property owners. Fraudulent/forged documents recorded; parcel maps altered in escrow; structures re-sold as "original." In addition to witnesses and photographs of Olive Ave. being widened, this can be verified on unaltered city records. (Photographs and unaltered city records have become extremely difficult to find ~ but not impossible.)

Note: Mr. Swieso has invested 50 yrs into his "secret sideline" ~ a closer look at what has been done down Olive Ave., through Fresno's historic Tower District as the street was being secretly widened. CLICK: Olive Ave., a 2-mi. radius.

Mr. Swieso has quite an entourage assisting him in carrying all of this out. For instance, Principal Insurance even assists him in setting up their own employees as well as clients. Gaining access with offers of "help with home repairs" ~ leaving a trail of more sewage back spills caused from replacing the city water system. Illness/deaths ~ more fraudulent/forged legal documents and insurance papers as Mr. Swieso cites his motto, "You can't live for the dead." DiBuduo & DeFendis Insurance was eager to assist Mr. Swieso in annihilation of my family when targeted by Mr. Swieso. Coincidence or not, they have the same address as the Bonadelle Corp! I personally overheard Mr. Swieso having people run off their property ~ he was giving instructions on when to stop making payments so it would go into foreclosure. In the case of his own son, he stepped in and paid cash while laughing, "Most people are 1 paycheck away from bankruptcy." Other times he "plants" tenants who destroy, file fraudulent lawsuits. The risk analysts actually conspire with Mr. Swieso in creating mold lawsuits and insurance claims via the secretly-clamped water lines ~ Mr. Swieso's group boasts of "acquiring" property in this manner as well.

What is Mr. Swieso doing with all the fraudulent, altered, forged insurance policies? It appears he takes good care of those who assist him in annihilating his prey and/or assist with the reconstruction as they end up with new homes, investment accounts and/or new vehicles. Others are "planted" and serve as "credible witnesses" that nothing has taken place ~ their reward appears to be burglary of those who have been targeted for elimination.

He even moved an attorney into the office next door to his ~ creating fraudulent legal documents. It takes a powerful man to have CA BAR Assn. cover up something like this (or a lot of sabotaging, intercepting, discrediting of reports): CLICK: Swieso / Silva Legal Fraud.

There are witnesses besides me, who have seen Mr. Swieso and his mob relocating / reconnecting PG&E's utility poles and equipment. More altered records to cover up. (Disclosure laws cover up the alleged utility theft that also ensues.) There are victims who have been threatened with lawsuits regarding property lines that were changed by Mr. Swieso ~ more altered records to make it appear that the property lines were always as they are now. The list goes on and on. Unfortunately, Mr. Swieso is correct ~ the City of Fresno appears incapable of looking beyond altered records to see what has taken place; others have been recruited and put their effort into covering it up.

On one hand, Mr. Swieso wants full credit for what he is doing ~ yet at the same time, he says this is the continuation of John Bonadelle's secret water operation. So by implcating Mr. Bonadelle in his "secret sideline," the City of Fresno automatically protects and covers up ANY and EVERYTHING linked to Mr. Swieso?

Regardless of the development fraud Mr. Bonadelle was found guilty of, I find it hard to believe he was involved in such activities as described above. Not to mention, he took great pride in quality workmanship and building standards. How dare the City of Fresno and/or Wilbert Swieso and his mob get by with linking Mr. Bonadelle's name behind such gruesome crimes, citywide construction without permits or inspections (as shown on my page), massive building / health code violations and more. But that is how Mr. Swieso operates ~ in some instances comparing himself to "Hitler" as he has everyone jumping and carrying out his dirty work, while other times referring to himself as a "chameleon" as he uses, manipulates, and points fingers at others for what HE is doing. He destroys lives and reputations of others, while promoting himself as honest and respectable. No one sees beyond the smokescreen.

Entire city rebuilt on top of secretly replaced water system. Unless the alterations / major reconstruction (without permits or inspections) are carried out in-between sales or under the guise of "home repairs" heinous methods are used to "clear the path."

The City of Fresno then denied widening the street as well as relocation of fire hydrants, street lights, utility poles, etc. because the parcel maps and aerial views were altered to make it appear that things were always this way. The City's own water layout (as well as witnesses and photographs verify Olive Ave. was widened.)

As you can see, there are several articles pertaining to Fresno, CA's infamous, "Operation Rezone." FBI conducted a 5 1/2-yr investigation, resulting in the conviction of several City employees along with the county's largest developer, John Bonadelle (who has since passed away.)

For me, the article that stood out from the rest was this one. Because then-Mayor Alan Autry's name is mentioned.

Introducing Wilbert G. Swieso, my former employer (and former employee of the City of Fresno), who claims to be the mastermind behind "Operation Rezone."

Mr. Swieso boasts of 50 yrs invested into the operation, which entails turning the city inside out in order to secretly replace the water system. He also claims to have tied in his own operation into the City's portion while referring to Alan Autry as nothing more than "another puppet" and saying that the City will never catch or stop him due to their incompetence. Where the line is drawn remains unknown. That is how Mr. Swieso remains protected - he involves people who will benefit / serve him.

Such as Alan Autry. After the suspected homicides of my family and neighbors, properties taken by fraud in order to rebuild on top of the new water system, Alan Autry had a Restraining Order issued against me. Perjury to call me a "liar" followed by death threats and sexual harassment. This is how Alan Autry prevented a report being made - he had the tables turned, deeming ME a "danger to THEM" and further prohibiting me from contact with anyone at the City of Fresno other than the very risk analyst who committed perjury to cover all this up and has since refused to acknowledge me!

My home was left a shambles; property insurance sabotaged so I could not file a claim for anything.

Property lines illegally altered; altered parcel maps (in escrow) used as "proof" that my home was overlapping on the properties taken by fraud - threatened with a lawsuit if I did not remedy the problem.

A large vehicle will no longer fit in my driveway; neighbor's driveway went from tiny to double-wide.

Mr. Swieso and his mob are relocating / reconnecting utility poles - in my case it resulted in crossed lines and an additional $900+/- that month. He was seen doing this elsewhere, resulting in more crossed lines.

Without notice, trees were removed from the street prior to front lawns being cut back; alleys were narrowed to compensate.

While Mr. Swieso is busy annihilating property owners in order to alter private property, Public Works comes in with the heavy equipment for the bigger alterations to city property i.e., water line replacement, street widening, relocation of storm drains, fire hydrants, street lights. Using more altered records to deny these alterations!

All it takes to get by with this is elimination of property owners, altered records and death threats for reporting it.

Behind the "teamwork" Mr. Swieso has his own work crew and takes things even further. Laughing that no one will ever catch or stop him. He has plenty of people covering up and protecting him as the trail of burglaries, ID theft, fraudulent documents / insurance policies, suspected homicides and unsolved murders continue. It was not intended I would still be alive - fraudulent documents, fraudulent insurance policy; all assets distributed. I have since remained surrounded by those who were involved in what took place, in fear for my life as the horrors and death threats continue. I cannot survive this without restitution. Swieso and Autry set me up for annihilation; pinned into a corner with no way out.

Heinous crimes behind Swieso / Autry's "Operation Rezone." While stripping residents of human and civil rights, prohibiting reports (including evidence behind unsolved murders), John Bonadelle's name is being used to run people off their property prior to major reconstruction without permits or inspections. Altered records to cover up the evidence. Forged and fraudulent legal documents, insurance fraud.

Alan Autry's performances of "concern" over Fresno's water shortage keeps the focus off the truth - a new water system is now in place for secretly re-directing our water. Behind this man's so-called "concern" for farmers without water is great laughter by a group who boast that no one will "ever figure this out."
